1.                   PURPOSE

            The purpose of the Scout Escrow Accounts is to hold funds earned or awarded to a Scout.  The troop treasurer maintains the escrow account.

                This policy applies to all scouts actively enrolled in the troop.

4.                   DESCRIPTION

 

4.1                Source of Funds

            Troop sponsored fund raising activities

                Monetary awards given to the Scout by the troop

                Other sources upon approval of the Troop Leadership Committee (TLC)

                               

4.2                Reporting of Funds

Throughout the Scout year the treasurer will prepare an updated accounting of the scout’s escrow accounts and present this information to the TLC at each TLC meeting.

A Scout can inquire about his account balance from any troop leader, the troop treasurer, Senior Patrol leader, Patrol Leader, or from the Escrow account sheet posted on the Troop bulletin board.

 

4.3                Use of funds
The Scout is encouraged to use the funds to further the Scouting experience.

Allowable uses:

·         Scout annual membership dues

·         Scout summer camp tuition

·         Scout activity fees, e.g. camping trip fees, admission charges on scout trips

·         Other scout related material at the approval of the TLC

Such as pocketknife, backpack, compass, or hiking boots.

·         Scout High Adventure

Non-allowable uses:

·         Funding for Eagle projects

               

 

 


4.1                Retrieving Funds

The Scout should indicate on the permission slip or application for the troop activity or summer camp his approval for using his escrow money for the activity and the amount to be used.

 

For Scout related material to be approved by the TLC, the Scout should present, in writing, a request to the TLC for the escrow funds.  The request should detail the item and its cost.  The TLC will respond by indicating on the request if the request is accepted or rejected.  If rejected, the escrow funds will not be reimbursed to the Scout.  If accepted, the troop treasurer will issue a check to the Scout for the funds only after receiving proof of purchase for the item(s).

 

4.2                Closing Out the Account

4.5.1       With the intent of encouraging continued responsible outdoor activities, a Scout may be reimbursed for camping related supplies and other Scouting related material using their escrow funds under both of the following conditions:

1.  At the end of the last year of Scout eligibility (typically when a Scout turns 18) or when a Scout relocates out of the area, and

2. Notification of approval by the Troop Leadership Committee

               

To apply for the escrow funds, the scout should present, in writing, a detailed account of the items to be purchased.  If approved, the Scout will receive a check from the treasurer after the TLC receives proof of purchase.

 

4.5.2   A Scout who has met the qualifications stated in Paragraph 4.5.1 has up to one (1) calendar year to retrieve their escrow fund .   After one (1) year, the Scout is removed from the escrow fund roster and any money left in the account is transferred into the general troop account.
